The U.S. Commerce Department's Bureau of Industry and Security (BIS) on July 10, 2026, issued a final rule sharply upgrading the United Arab Emirates' (UAE) status under the Export Administration Regulations (EAR), allowing the UAE government and approved companies to procure advanced AI chips and servers from Nvidia, AMD, and Cerebras Systems without individual licenses. The rule is being published in the Federal Register, with formal publication expected around July 14.
