29 Countries Sign Pact to Establish China-Led World AI Cooperation Organization in Shanghai

Twenty-nine countries, including Russia, Brazil, Indonesia and Pakistan, signed an agreement in Shanghai on July 16, 2026, to establish the World Artificial Intelligence Cooperation Organization (WAICO), a China-led intergovernmental body aimed at shaping global AI governance. The new organization will be headquartered in Shanghai and positions itself as a multilateral vehicle for promoting what its charter describes as "beneficial, safe and fair" development of artificial intelligence.
