China moved to shape the global rules of artificial intelligence on July 17, announcing the creation of a new World Artificial Intelligence Cooperation Organization and pledging thousands of AI training opportunities for developing countries as the 2026 World AI Conference (WAIC) opened in Shanghai. President Xi Jinping attended the opening ceremony and delivered a keynote address, using the platform to position Beijing as a champion of the Global South in the intensifying international contest over AI governance.
