On June 8, OpenAI published a new company-wide plan, "Built to benefit everyone: our plan," co-authored by Sam Altman and Chief Scientist Jakub Pachocki, declaring a shift into "Phase 3" aimed at delivering AI that is abundant, affordable, safe, and useful to all of humanity (OpenAI). The company framed this as following Phase 1 (research toward AGI) and Phase 2 (becoming a product company through ChatGPT and its API), entering a stage of spreading AI broadly as social and economic infrastructure.
